I kept this intentionally documentation/schema-only as a low-risk first step for #33. I also have follow-up branches ready for validation and dry-run import, but will wait for feedback on the proposed format before opening them. |

Adds a proposed declarative workflow/prompt pack format for Mike workflows.
This PR is documentation/schema only. It does not change runtime behavior.
