If you're browsing in Hebrew (or any non-English language) and click a link to a page that doesn't have a translation, like a blog post, you're taken to the English site. The nav, footer, and language picker all change. The user loses their language context.
The site chrome should stay in the user's chosen language even when the page content is only available in English.
